OPWDD & OMH Discussion on Patients with Dual Diagnosis

Mental health services for people with intellectual and developmental disabilities are often challenging to obtain. OPWDD and OMH have been working together to resolve the various issues when individuals that are dually diagnosed seek MH services.

Drs. Ann Sullivan and Jill Pettinger will provide information on the current and future cross-agency initiatives and how OPWDD and OMH are working together to ensure people with I/DD with a mental health diagnosis are able to receive the services they need.

Speakers

Hon. Ann Sullivan, MD, Commissioner, NYS Office of Mental Health

Dr. Sullivan has served as Commissioner for the New York State Office of Mental Health since 2014. As Commissioner, she has guided the expansion of community-based treatment, reinvesting over 100 million dollars in community services and enabling individuals living with serious mental illness to live successfully in their community.

Major initiatives have included the integration of physical, mental health and substance use in care and treatment, integrating prevention, wellness and the social determinants of health in service delivery, reducing disparities in care and enhancements in the criminal justice system that divert individuals living with mental illness from jails and prisons and prevent their return. She has also overseen statewide expansion of critical programs including Zero Suicide, First Episode Psychosis Teams, crisis intervention services and school-based clinics. Working closely with all mental health providers and health plans, she guided the movement of the health benefit for the seriously mentally ill into managed care.

She previously served as Senior Vice President for the Queens Health Network of New York City Health and Hospitals, and Director of Psychiatry at Elmhurst and Queens Hospitals where she developed comprehensive inpatient and ambulatory psychiatric service system that including specialty Asian and Hispanic ser­vices, comprehensive youth programs, comprehensive substance use services and Mobile outreach and school-based programs.

Dr. Sullivan grew up in Queens, New York. She graduated from New York University Washington Square College and New York University School of Medicine. She completed her Psychiatric Residency at New York University/Bellevue Hospital.

Dr. Sullivan has taught, lectured, and published on best practices in community care and is an active advocate for her patients and her profession. She is a Distinguished Fellow of the American Psychiatric Association and has served as the Speaker of the American Psychiatric Association ‘s Assembly and on its Board of Trustees. She is a Clinical Professor at the Mt Sinai School of Medicine, a fellow of the New York Academy of Medicine, and a member of the American College of Psychiatrists.

Jill Pettinger, PhD, Deputy Commissioner for Statewide Services, NYS Office for People with Developmental Disabilities

Dr. Jill Pettinger is OPWDD’s Deputy Commissioner of Statewide Services.  In this position, she is responsible for providing leadership, direction, and oversight to the Division of Statewide Services.  Statewide Services is currently comprised of 9 Bureaus encompassing Research and Data Analytics, Health Services, Intensive (Forensic) Treatment Services, Assessment Oversight and Coordination, Behavioral Services, Statewide Clinical Programs, Clinical Project Management, Technical Support, and Service Allocation, Research and Review, as well as the Institute for Basic Research.  Dr. Pettinger and her staff facilitate and oversee multiple projects and initiatives that directly impact the mission and vision of OPWDD which has at its core the goal of helping individuals with developmental disabilities lead richer lives.

Before assuming her current position, Dr. Pettinger served as the Deputy Commissioner of State Operations & Statewide Services in the Division of Service Delivery from June 2016 through May 2022, the Assistant Deputy Commissioner of OPWDD’s Statewide Services from July 2012 through May 2016, the Assistant Commissioner for OPWDD’s Bureau of Behavioral and Clinical Solutions from August 2007 through July 2012 and was the Chief Psychologist for OPWDD from January 2003 through August 2007.  Dr. Pettinger worked as a licensed psychologist at the Capital District DDSO, a regional office of OPWDD from 2001 through 2003.  She also served as the Clinical Assistant Director of Psychology at the Center for the Disabled and as a licensed psychologist for the Schoharie County ARC, not-for-profit agencies providing services to persons with developmental disabilities in the Capital District area. She has worked in private practice and served as an Adjunct Professor at the University at Albany, Sage College Graduate School, the College of Saint Rose and Hudson Valley Community College.

Dr. Pettinger is a graduate of the University at Albany (Psy.D. 1995, M.S. 1991) and St. John Fisher College (B.A. 1990).
