Enjoy lunch and celebrate the winner of the Annual CP State Art Contest!

2:15PM - 3:30PM | Incident Management, Investigations and Quality Improvement: Updates from OPWDD and the Justice Center | Saratoga 1&2

OPWDD and the Justice Center will provide an overview of their collaboration to streamline the investigation and corrective action plan processes, trends in incident management, new federal requirements and answer questions from participants.

2:15PM - 3:30PM | A Conversation with SED: Strategies and Considerations for Integration and Tuition Rate Setting I Broadway 1

Barbara Kozlowski will lead a discussion on the various considerations and factors impacting integration and the education of New York’s most complex students in their Least Restrictive Environment.  The conversation will include a look at various policy recommendations offered by CP State, and the fiscal impacts and realities that accompany them.  Nell Brady, from SED, will broaden the conversation to look at the Tuition Rate Setting methodology, what is working and what needs to be changed as well as incentives for integration and serving complex students.  This session’s goal is to have an interactive and fruitful discussion with both Affiliates and SED expanding the understanding of these important issues.

2:15PM - 3:30PM | Telemedicine Advancements for People with I/DD | Broadway 3&4

Access to IDD-specialized healthcare is a long-standing challenge for people with IDD. Partnering with CP State, StationMD established a successful program to create immediate access to specialized health care for people with IDD across New York and other states. Data suggests continued benefits. Reimbursement options for these services continue to grow. Success in this area prompted the development of additional virtual specialty health services such as an IDD-specialty nurse line and behavior health services.

4PM - 5:15PM | Commissioners' Discussion of Past, Present and Future | Saratoga 1&2

You won’t want to miss this session, which is sure to be a highlight of the 2024 CP State Annual Conference. We are bringing OPWDD Commissioners of the past and present together in what will be a lively, frank discussion of the current state of the disability system and what they believe the future holds for us. With an eye to our history, the Commissioners will offer their insights to the challenges they encountered, their greatest accomplishments, and where they see opportunities for the future of I/DD services in NYS.

8:30AM - 9:45AM | Aging and I/DD: What do we know? Where do we go? | Broadway 1&2

Individuals with intellectual and developmental disability (IDD) are living longer than in the past. One motif that defines aging is the notion of change. We know how general aging process affects the body systems and what are expected or normal changes of aging and along with that what are some age-related health conditions. However, for older people with IDD, there is the added influence of the I/DD which often includes biological and psychological factors such often can be found with syndromes and other etiologies of the IDD. This is better understood using the lens of health disparities over a lifespan. We are also understanding that the environment and social determinants of health are inseparable from how we all support these older people. Understanding these influences can inform our critical thinking skills as caregivers and advocates towards a goal of person-centered well-being for older individuals with IDD and their carers.

8:30AM - 9:45AM | Navigating the Crossroads: Federal Policy and The Future of Disability Services | Saratoga 1

As we approach a historic presidential election year and navigate the narrow margins of a divided Congress, the landscape of disability services is at a pivotal moment. This session will focus on the federal regulations introduced in the past year, such as the Access Rule, and the implications of the winding down of additional FMAP funds. We’ll also discuss the urgent need for workforce measures and explore what realistic progress might look like in a divided Congress. Understanding the current political environment is crucial for IDD providers committed to advancing community-based services. Join us to reflect on our collective advocacy successes over the past year and gain vital insights into the key issues that will shape the future of disability services.

This Affiliate panel, moderated by Pat Dowse, will feature Toni Sullivan, Horatio Woods, Brian Monaco, and Dawn Gentile. As New York ponders its status as an Employment First state, CP State Affiliates have been actively engaging people in vocational and career discovery, volunteer and paid employment and simply working with folks to assist them to be active members of their communities. Join CP State’s own subject matter experts as they share the barriers they saw, the path their program chose, and how each affiliate has made ” “being a member of your community” REAL in their region of NY!

This presentation will be an introduction to the Pyramid Model in New York State and will describe the funding and structure of the statewide program. We will delve into the benefits of its use and the impact it can have on a program both in terms of social emotional growth of children as well as the retention of staff.

10:15AM - 11:30AM | Whole Person Coalition: The Next Phase in NY's Disability Movement | Saratoga1

In this session, you will hear the latest on the Whole Person Coalition movement in New York State. Beginning with a groundswell of support of change in response to agreement among providers, people with disabilities and family members that the current disability system needs significant changes for its long-term sustainability. With a foundation built upon the basic concept that people need to be able to allow systems and supports regardless of the funding source or State agency overseeing the program, they need to be allowed equitable access to care as “whole person.” Hear the latest from two of the drivers of this movement as they bring you the latest on their progress and look to hear your thoughts on what the best path forward might look like. The Coalition is still developing its positions and all are welcome to participate in shaping a proposal for the disability system’s future.

12PM - 1:30PM | Keynote Session: Susan Robinson | City Center

This year’s keynote will offer an interactive experience to help participants improve outcomes for their clients and communities. It will focus on exploring value and potential—both real and perceived—within organizations and beyond.

Keynote speaker Susan Robinson will share inspiring and humorous stories about curiosity, adaptability, and fearlessness in achieving bold goals. She will lead activities that highlight and practice these ideas. By the end of the session, participants will have a clearer vision for success, better recognition of strengths in others, and more confidence to reach new levels of achievement.

1:45PM - 3PM | Trauma & Developmental Disabilities: Identifying Victims, Advocating for Families and Supporting Staff| Broadway 1&2

This session with provide the most up-to-date literature on trauma and adverse experiences in developmental disability populations, including rates of victimization, child and family risk factors, and how trauma experienced by children and families impacts access to care. The session will focus on how to identify trauma in this specialized population, how to adapt treatments to be trauma-informed, and what agencies and providers can to do to advocate and support children and families impacted by stressful life experiences. Real-life case examples will be included. A question and answer session will follow.

1:45PM - 3PM | Effective, Collaborative and Respectful Communication in the Workplace | Saratoga 1

This program will explore how your leaders should be considerate of employee’s unique backgrounds and circumstances. We will review some best practices and internal strategies to empower and encourage your staff to develop their communication skills which leads to positive interactions, better outcomes, and less risk.

Presented by CP State Emerging Leaders, this session will provide a comprehensive understanding of burnout, a growing concern in today’s fast-paced work environment. Research of real-life examples, and interactive discussions, participants will gain the knowledge and tools necessary to identify, prevent, and respond effectively to burnout in themselves and others. Cover the definition and symptoms of burnout, methods for early identification, and strategies for prevention and intervention.

This fun & easy-going session will give our attendees the opportunity to kick back and relax prior to the cocktail reception and Staff Awards Dinner on Day 2 of the conference. Your host will be there to guide you, step by step, through the creation of a painting inspired by this year’s conference theme and the first place winner’s artwork from our annual Featured Artist art show!
