OMH Releases RFP for HBCI Services for Youth with I/DD

The NYS Office of Mental Health (OMH) is seeking proposals for pilot Home Based Crisis Intervention (HBCI) teams to serve youth (ages 5–21) with co-occurring mental health and intellectual/developmental disabilities (I/DD). These teams will support youth at risk of, or returning from, inpatient or residential care. Six awards will be made statewide—three in rural and three in urban areas (including NYC and Westchester). Each award provides $560,734 annually for a full-time supervisor and three interventionists. Contracts start January 1, 2026, and run for five years.

OMH Issues RFP for Flexible ACT Adult Teams

OMH also released a second-round RFP for 12 Flexible Assertive Community Treatment (ACT) teams to serve adults with serious mental illness (SMI). Flexible ACT allows varied service intensities and expanded capacity (100 individuals), with two levels of service: ACT and ACT-Lite. Eligible applicants must operate an existing 68-capacity ACT team. One-time startup funds of $75,000 are available. Contracts begin January 1, 2026.

OPWDD Releases RFP for Family Support Services

The NYS Office for People with Developmental Disabilities (OPWDD) is reallocating $3.5 million in funding to support Family Support Services (FSS) for individuals with I/DD living at home. Applicants must be OPWDD providers with FSS experience or board-approved new programs. Funding is regionally allocated based on need. Contracts begin November 1, 2025, and last five years.
